Wood Elf - Land search

As I started this woodelf I kept getting 2 landsearches
per turn.

Now I get 1 search per turn.

Thus searching results were poor.

Your rangers discovered 361 unclaimed land.

Are there a building vs land ratio in play?

Or troops vs land ratio?

Or just a change in code/bug?

I thought the woodie was supposed to get dual search per turn regardless?
