Default Laptop has vertical lines on boot, won't move to Windows screen

Hi,

The laptop in question is an Inspiron 1545. It's running Windows 7. When it's powered on, the screen is either black, though back-lit, black with vertical white stripes on roughly a fifth of the screen, or black with white as well as thinner, colored stripes vertically, still on about a fifth of the screen. It won't progress to the Windows start page. Trying to get it to start in safe mode doesn't do anything. It has a VGA out, but when I plugged it into an external monitor, it won't actually output to the monitor. I'm thinking it's either a driver issue or a connection issue. Any advice?

Please help.
